It’s with great sadness that we announce the passing of James Milton Billups, Jr., who departed this life on November 17, 2025, at the age of 70. James Jr. was born on September 29,1955 in Norfolk, VA to the late James Milton Billups, Sr. and Eunice Mae Haskins Billups Bryant.
James was preceded in death by both parents, a daughter: Jamie- Marie Billups, 3 siblings: Mary Elizabeth Taylor (Horace), Debbie Foreman (Isiah), and Gary Steven Billups (Angela). He is survived by his siblings: Michelle Billups (Elliott – deceased), Renita Martin (Gerald), Don Billups (Donna), and Vernice Elizabeth Smith (Ronald).
James was a graduate of Booker T. Washington High School. Not long thereafter he enlisted in the United States Army and was stationed in Okinawa Japan; his job was Telecommunications. During his military career, he received two service awards: Good Conduct Metal, and Expert Rifle. He not only served his country in Active-Duty, but he also served in the U.S. Army Reserves.
He was a man who could analyze and strategize, this was evident in his math skills and his love of the game Chess. James also enjoyed watching football and his sons and son-in-law play
basketball. He also loved playing Bingo and had many friends at the Bingo Hall. James was known for his smile and even as he was in hospital, he always smiled and expressed his love for family. He loved his grandchildren and they were the center of his world. James will be missed.
He is survived by his wife Mary Anne Clark Billups, his children: Terence Anthony Billups, Aaron Antonio Billups (Jessica NaCole Green Billups), Shanara Dawn Billups Cordell (Shane Devon Cordell), Shawn Michael Billups, Eric Russell Billups, and Shannon Colleen Billups (Fiancé: Markevious De’maja Snead); his grand-children: Shanian, Jaramiah, Kyrea, Shane Jr, Jaelynn, Baylen, Julian, Xander, Mathias, Micah, Taylor, Josiah, Jaron, Arena, Mila, and Jasmine. 2 Aunts: Harriett Foreman of Chesapeake VA and Pauline Robinson (James) of Greenville NC along with a host of nieces, nephews, cousins, and many other relatives and friends.
